The factory pic in the article shows how much is open. The middle part, that likely covers the actual bumper, is blocked off. 

I think they’re also ignoring the possibility of cars “talking” with one another. Humans are unpredictable, I don’t know what the guy the next lane over is planning on doing 10 seconds from now (he probably doesn’t either because most drivers don’t plan ahead at all) and that could cause a collision.

This is probably the correct answer.  Tires were bald/weathered/etc and they were like, “I’ll put some tires on it to sweeten the deal, but I’m not putting a lot of money into something I’m getting rid of anyway.”  And now they can advertise “New Tires!” and people who don’t know or care will swoon.

you don’t know if the seller is that type of luxury owner who isn’t into car knowledge (he probably bought new and drove a Jag for decades after all). Maybe his garage just sold him that tires and made good money ... because they know their customer just doesn’t know.

I wonder how often a police department for a city with a population of 70,000 actually needs a Lenco BearCat.

Perhaps the grille is meant for coupling to other 4-series for longer journeys.

It’s telling that all of their promo photos include a license plate. I’m sure if you asked them they’d say it’s because a plate is required, but I think it’s because visually it breaks up the grilles and looks like a more standard front end design.  Remove the license plate and those grilles look like a huge pig nose.
