I read a great fan theory on Quora that suggested Vader’s hesitancy was actually because he was afraid of Obi-Wan, which makes sense when you remember what happened to Vader the last time they fought. So he was just feeling him out because he wasn’t sure how powerful Obi-Wan might be.

Yep. I would watch 6 Star Wars movies a year if they were actually interesting stories instead of something nobody asked for that had all of The Hobbit trilogy’s worst flaws and none of the redeeming aspects.
