Yeah, if I am liable for damages caused by my stolen car, I would far prefer my car get away cleanly. The loss of the car vs so much more is an easy call. Beyond the liability, I really don’t want anyone to die because police were trying to recover my property, regardless of legal implications.
Or forcing them off the road into a gas station, causing $100k or so in damages, then handing you bill. Maybe even causing a death, and giving you a wrongful death claim to defend.
