Probably some of that, but I think the biggest reason they support NASA is they view it as a dick waving competition. They just want a big rocket to shoot loads into space with. It’s why they constantly complain about NASA doing any climate related research.
It’s almost like things change and what was true three months ago may not be this month. Weird.
So the mean cost is going to be highly skewed. The median cost would be more informative.

Because the truly independent engineers I know negotiate their rate with whatever firm they are working for and just need to meet deadlines. There are no specified work hours.
