With your logic, it means that anyone who wants to smear another person can easily accuse that person of rape; and because statistically only 1 in 13 people are proven to make false accusations, you can automatically "consider" that the person did in fact commit rape? No one can be "statistically" guilty. That doesn't make sense.

Please be noted that the 1.5-8% being false are those reported to the police, and even then research is dubious on the matter. When allegations are taken to the police they become a lot more serious, are dealt with in a much more risky way for someone making false allegations, which is why you will see the percentage
