Most housing applications are online, so even if this were the case, they can always log in later and change it (I could change my housing application about up to two weeks before the semester started). Colleges go out of their way to make sure nosey parents can't be nosey.

Exactly, colleges make it such a huge deal that your parents don't have any access to student paperwork, so if you're just giving up the reigns out of laziness, enjoy the shithole.
