You can do the speed limit all day long in the right lane. You are required to stay in the right lane except to pass, avoid an obstruction in the lane, or if you have a left-hand turn coming up soon. NO OTHER EXCEPTIONS

Backed up traffic can absolutely occur when people don’t use the roadway IN THE WAY IT WAS DESIGNED TO BE USED. i.e., when the left lane is no longer treated as a passing lane and instead as a general traffic lane, as people like “Unapolagetically Manly” like to do.
You are the reason backed-up traffic exists. Get off your high-horse and out of the left (PASSING) lane. Thanks.
