The whole point is that "speeding" is just a social term invented by government. Speed isn't the be-all, end-all of driving. Reasonable and Prudent should be the speed. There's absolutely no reason to try to force everybody to go the same speed. Teach common courtesy and lane discipline, and things will work out…
