Radar detectors don't interfere with radar/laser speed measurement equipment. They detect the use of the speed measurement equipment by law enforcement and alert the user.

Line 6 of the submissions spreadsheet says Clayton Helriggle, the victim, was unarmed (holding a cup mistaken for a gun). From the source link the submitter provided (a messageboard thread?) there is mention that the victim was armed with a 9mm handgun based on police reports. His family contends he was holding a cup.
