The skip shift doesn’t do anything to detect test conditions, it is always active under light load, the programming doesn’t change when the car detects test conditions. Also, I think the skip shift programming is a fuel economy measure not an emissions measure.

I think my solution would be to buy the cheapest reliable used car that you can, and try to borrow money from family to get that loan paid off and then make reasonable payments to said family member to pay the money back.
