It's not a matter of whether or not he should apologize for something he didn't do. That ship sailed: he apologized, and the critique people are throwing at him is that the apology isn't a very good one.

He addressed it in public because the accusation was a public one. It's not like she called him up and made the claims, she posted it in a public forum.
