I don’t think it’s entirely fair to speculate that he was into bad things in Mexico. It’s possible he was sympathetic to law enforcement or snitched on cartel activity. Whatever it was, he obviously had reason to be scared, beyond the fact that Mexico can be dangerous to anyone.
