It would just mean that particular racist could only think of Gandhi as a way to show that they viewed someone as an anonymous member of a group…

I think your math is faulty. You’ve already normalized the numbers by using passenger-miles so you can’t go back and add them. For example, two suburbans moving sixteen people would still be ~0.69 and not 1.38. The two Priuses combined would get 0.5 gallons per 100 passenger miles (100/4*50).
