Can’t drive it legally because of defective equipment, but cannot stay there to repair it. Either the driver is arrested for driving or the car is towed and impounded or both. Cops creating a crime where none existed.

The car can’t move. Now instead of just remedying the situation, the cops create a situation where the protestor has to pay to have their vehicles repaired or they have to pay to get their vehicles out of the impound lot.
