The plate is a government issued form of identity and intentionally modifying it to conceal yourself should be easy to claim its attempting to defraud the government. For all we know this vehicle has already been used to hurt people, but we cant tell if they hide their plate.

I think it make sense to allow a minimum budget for teams to support their required staff. Cost caps are there for research and limiting the development of the car, not the lifestyles of the people who work there.
