It’s a jarring scene in some ways, but I don’t mind it. I think one of my favorite scenes in the movie had to be Luke actually bridging the prequels and the original trilogy in one rant, talking about the failures of the Jedi and how it led to the Empire.

Filming other people without permission is a serious problem with legal consequences in a whole lot of places, including the west, and Japan is stricter about privacy.
I think this is really about respecting the privacy and hygiene of others. It’s not really expecting everyone to follow a long list of customs, but rather a strong but rational reaction to a foreigner pulling a stunt that potentially invades the privacy that you expect when eating at a restaurant.
