In Japan at the Studio Ghibli museum. That’s it, it’s not available any other way and is unlikely to ever get a digital or disc release. There’s a couple of other shorts that are museum-only, but none of the others are sequels. I got to see The Whale Hunt when I visited the museum.

There’s a fansub of it running around too, using the same source. Even with the horrible video quality, it’s well, well worth watching.
