I feel you - I lived in a complex once who were so adamant about not letting people work in the parking lots that I once got yelled at for just CHECKING THE OIL in the parking lot. They would have probably called the cops had I tried to raise it and change the oil.
I know what you mean. I used to live in an apartment. And I'd change the oil early in the morning. Sometimes it would start raining. But there are a few DIY garages where they let you rent shop space and you do your own work.
Swapped out a engine/drivetrain from a donor WRX and put them into a good roller in my friends apartment complex. Shared parking with no cover, it was an experience.
