No, the government, which is already paying out the benefits and has record of where everyone works from their taxes, simply tallies the total benefits incurred and bills the company. The Company does need to be involved at all. 

Based on my reading they get no say in how an employee uses their benefits, they’re just on the hook for the cost of them. Basically, the company can either pay a living wage, or pay out the cost of the benefits that employee receives.
