How about instead of changing an existing word with an existing meaning, we use a different word that more aptly describes the new meaning we are shooting for? "Institutional racism" describes what we're talking about. It's already in use.

I'm going by the classic dictionary definitions of the word:
1) The belief that each race has distinct and intrinsic attributes.
2) The belief that one race or group of races is superior or inferior to another race or group of races.
3) Prejudice or discrimination based upon race.

I reject the underlying premise of your argument, which is that "sociologists" (as a whole or even as a consensus) define "racism" in institutional terms. I don't think that this is actually true. There is a lot of debate about what racism is, both among laypeople and among academics.
