I am pretty sure I played that game non-stop for almost an entire year. I had other games but they did not get anywhere near as much play time as that one. It was initially a collaborative effort too. Me and the neighbor kid would figure out different parts and then beat it together.

It depends on where he got that info. There could be some obscure rule somewhere in their code enforcement guides that contradict that based on the street he lives on or something obscure like that. I (unfortunately) have to work with code enforcement for a ton of different cities and some of them are colossal pains

That looks like it is going up in a park vs in a residential yard - which could make a difference when it comes to permitting. It really depends on how stringent and specific their codes are and whether or not they allow for their building officials to make exceptions.
