Deep Space Nine immediately resembled Star Trek, even though it was very different for its time. Introducing a starship helped it become popular, but even without one it upheld Roddenberry’s vision of the future.

DS9 made 176 episodes because fans gave it a chance. Do you really think there weren’t people like you out there in the 1990s claiming that DS9 wasn’t REALLY Star Trek because they don’t boldly go anywhere?

I can see how the unreleased Phase II could have been a reboot. But Phase II didn’t happen. The actually released The Motion Picture happened, and it does not overwrite any precedent or lore created by The Original Series. On the contrary, it simply continues those character’s stories.

So, the whole Spock and McCoy thing then. ;)
