For me personally, outsourcing animations don't count. Many of our western cartoons were outsourced to Korea, only because its cheaper. I determine a Japanese studio based on who mostly the staff in charge, audience, etc, but those who do the inbetweens for cheap don't count.

The requirements you have, alot of Western animation can fit in that category and not all anime is that.

Though Sakuga is A plus. Though you might just want to look up Sakuga on youtube. There is a whole video series devoted to that. Its more of they up the quality and key frames for the most important animation.

Actually sometimes especially Sakuga animations (or major moments in anime), key frames are done by one person.

Watch a bit of sakuga before saying thing about animation studios. They need to do alot of episodes to put out.
