On difficulties higher than easy, I can assure you, they can and do patrol the map without having spotted you. Otherwise, it makes no sense for the patrols I've had come running out of ufos/buildings when I am not in LOS, or ones I've had move into sight, do the "oh crap, we're spotted, free move to cover"
