I think part of it is that Thor’s quest, and his interactions with Rocket, set up his subsequent actions in Endgame very nicely. We see just how close he is to being completely broken.

For me, the initial confusion came from the fact that in the movie, Hydra was able to create weapons powered by the Tesseract without actually containing it.

I was confused as well until I realized that unlike the Hydra weapons from the movie, Stark placed the Tesseract directly into the armor, hence Red Skull getting it back after the train debacle.

Thank you. FDR had a reluctant Congress and reluctant citizenry; describing him as having a neutrality pact with Germany is a really weird way of expressing that.
