You are right, that is an outdated photo. I can tell you, they scrubbed the arrow off the pavement and made it a though-lane. I didnt realize how old it was (predates me moving here). As far as the curbing and lane size, that is still the same. Good catch though!

My city widens the right turn lane to allow this because they understand how it helps with congestion but doesn’t require the full cost to us, the taxpayers, for a full lane when widening the lane is sufficient. I am guilty of this. I have a slow ass truck and usually get it in gear and start moving anticipating the green (predictable signal operation) while checking cross traffic for ‘runners. First out of the hole, but slow to accelerate.
