I like the idea of a carbon tax with rebate. Collect the carbon taxes, then give back everyone a share of the total collected taxes based on equal division, not the amount paid in. Presumably the covered portion is the most problematic portion closest to the melted down Reactor #4. Other parts of the facility, like other undamaged reactors maybe, or power generation equipment, might not have been as contaminated. One reactor was still operating and generating electricity until 2000.
