Well clearly they had their key staff working on that Animal Crossing plaza thing and coming up with ways to not sell Wii U. They'll get a few work experience kids to finish a Majora's Mask remake in a few months.

It doesn't help that they seem to have forgotten how to be creative with the games design. They just focus on a few mechanics rather than creating an overall new experience. They just think of a new gimmick and slap it in the old game.
