Yes and no. Carter started the arming with no real planning and largely reactive to anti-Russian interest. It wasn’t malicious but he helped lay the ground work for theme of American self interest that ironically leaves us more vulnerable in the region.

His rhetoric about torture and civilian targets should concern anyone. Its obvious we are moving further away from tbe Geneva Conventions and human rights. Trump’s surrugates comments on Fox about the precedent of Japanese internment is right in line with this theme.
