you can still buy a new PHEV in 2035 too. according to CARB, PHEV’s are ZEV.
Let’s be clear, it’s a ban on emissions, not internal combustion. You could still buy a hydrogen-burning car with tailpipe emissions of water and get those vroom vroom noises.
