Well back in the late 1700s they assumed that the Legislature and the President would be at each other’s throats all the time. They never contemplated the idea that Party X in the legislature would cover for misdeeds by the President because he was also a member of Party X.

I don’t understand why this is so difficult for people to understand. You cannot charge a sitting president with crimes. So:
