They know the difference, but they don’t seem to care. Most times when they represent someone who is dark skinned they tend to either 1) barely make them any darker, 2) go for something reminiscent of Lil Sambo cartoons. I don’t really see much of an in-between, and I’ve been watching anime for 40 years.
