I can kinda see this thing being equipped with nightvision cameras and a load of mortar rounds and being let loose.

i can see the response to this as setting up a barrier of unarmed commercial vessels and having the sub go underneath. The vessels then surround the USS Darpaship and it pings off them until it hits one, creating an incident.
