Ukraine is a multicultural state and, yeah, some people identify as Russian rather than Ukrainian and joined the “totally not Russian” forces. That still does not make any of it legal. And the people are separate from the land otherwise you’d find little pockets of Germany all through Russia.
These little militias that have popped up, swastikas and all, remind me of the survivalist backwoods militias we used to hear about from the US in the nineties.
Wouldn’t you just put a heap of bouys in fixed locations, each chirping a unique pattern, and triangulate your position off them? You could use a high frequency noise that only has to propagate as far as the next buoy. The trick would be to get enough of them out there and getting them to hold fixed position in deep…

I can imagine quite a few horror scenarios onboard an airplane. Looking outside your window and seeing fighter jets is definitely at the very top of that list.
