i can see the response to this as setting up a barrier of unarmed commercial vessels and having the sub go underneath. The vessels then surround the USS Darpaship and it pings off them until it hits one, creating an incident.

Heritage register. Look for old fortifications from pre-aircraft times. They will most likely have secure walls, defendable gates, good sight lines, usually a secure water supply and if it's been looked after, it can probably be resecured with a few chains and padlocks.
