I seemed to have missed something. If Jaime was supposed to deliver the message about surrendering and ringing the bells, but he doesn’t make it to Cersei in time, how did they know to ring the bells to surrender?

Great question and I’m glad you asked why. I should have phrased it differently. You can certainly disagree with your employers rules, but you shouldn’t be surprised when they enforce those rules and you no longer have a job.
