People who steal these items are stealing from everyone. I enjoy looking at hieroglyphs and historical artifacts, most of which are irreplaceable and are culturally and historically significant. Public humiliation doesn’t work with these people because they just don’t care in the first place.

The images are a little deceiving, like the text “loaded with dust and debris between solar systems.” In reality, the interstellar medium is thousands of times more empty than the strongest vacuum we can create on earth: 5 atoms per CC, on average.
Correction: this is NOT a computer simulation, but a visualization of REAL DATA showing the 3D dust distribution in the Milky Way. Disclosure: lead author is my officemate and sitting behind me right now. ;-)
