Having grown up in Oregon and now raising a child in Texas, there is a huge difference in sunscreen/sunburn risk. Oklahoma is ridiculously sunny and hot during the summer, going out without sunscreen is demonstrably unsafe. Not so much in the PNW that only has 40 days of sun a year. Except that it's OK where you can guarantee that it will be unrelenting hot and sunny all summer. I live in TX and at every daycare in my area it's compulsory to provide sunscreen for your child just as you are required to provide diapers.
