You are correct, and that is a very important part of the judicial branch’s strategy right now. Mueller is able to pressure people to cooperate because even if they can get a pardon from Trump, the State of NY will come for them.

That’s an effective strategy when you’re trying to intimidate a caterer who is suing for unpaid work. Not so effective when going up against the state of NY.
