In Texas you can use lethal force to defend property outside of your house in certain circumstances.

One way to curb this is to focus on the junk yards that are paying out. Have them require a copy of the seller’s drivers license etc. If someone is constantly selling 5 Cats that were obviously cut off, they should report it. Obviously this relies heavily on the junk yard owners to be truthful which is a very big ask.

Some places are working on legislation for that.  Need to make the fines way more than the cats are worth.
