If you’re looking at just power numbers, sure.  But the way a hybrid system delivers its “boost” is way different than how turbos do it.  One system increases the linearity and smoothness of power delivery, one makes it decidedly more non-linear.  A turbo-hybrid works well because the hybrid can hide the shortcomings
