So in the UK is drinking strictly forbidden until you're of age?

I hate when parents/teacher-type people say stuff like: "In Europe they let their kids have wine when they're 15 and it's not forbidden, so they don't go out and party and get drunk like Americans." I've always thought that was bullcrap.
