The issue is that a player like Nate Jackson, who was not a star and fighting to stay on special teams, is extraordinarily replaceable. There are 100s of guys with his physical abilities waiting for the chance to take his spot.
The difference was that because of Lance's marketability (cancer + American = huge $$$ for Le Tour/Trek/UCI/Nike) he was allowed to pass the tests while every other major cyclist got busted (Pantani, Ullrich, etc etc).
