Use a clean hand, dump out the cup, reinsert cup one handed, and there you go. Use TP on your hand to clean up any mess, and get your pants back on with your clean hand too. This can be done with a little bit of forethought.

I don't get the sense that she's terrible at her job. More that she's doing her job while navigating the pitfalls and sinkholes of politics, where other people have power and want to keep it, too, and made more complicated by being a woman when abortion and childcare and 'women's issues' are being discussed.
