This is a pretty astute observation, and aside from the short first season and new cast members it's also a pretty close analogue to 30 Rock. Which, like The Office, rallied itself and became good again in the fifth season.

Yeah, Doggystyle's are good; short, to-the-point, and they smoothly transition one song to the next rather than grind the momentum to a halt. The beginning of G'z and Hustlas just doesn't work the way it does without the skit before it.
Kim & Cookie is one of the few hip-hop skits I'll actually re-listen to on purpose.
This review is weird, because I thought this was the most solid ep of the series so far. If I was going to introduce anyone to Portlandia, I think this would be my chosen gateway. And I have absolutely been Fred in the beginning of the Dr. Caligari sketch, before everything gets surreal.
