Yes, he did do horrible things. But remember, this is a TV show focusing on people who literally have all killed someone (except Abby and Marcus, I think). Not a horrible episode (which for Scandal is saying something). I didn't really take too much issue with anything other than the VP of the US having a night job as a cleaner. I only watched bc I kept seeing online headlines about the "shocking" death.

I actually think she put them back together in a desperate bid to keep the show from dipping anymore.
