Yup- in NYC the ghost car stuff is a huge problem woth city employees, as are bogus parking placards. Not surprisingly, those cops who are considered legally above the law and legally have no duty to protect, also feel that they don’t need to pay parking or speeding fines.
He is documenting. The court does not forbid documenting crimes in any way, shape or form.
Reminder, if you see someone doing something illegal and nobody is actively being hurt; no you didn’t. If you see someone doing something illegal and someone is actively being hurt then call for EMS and report the injury aspect only.

If you’re on a public road, you’re subject to public scrutiny. Just because you think it’s OK that you commit a crime doesn’t mean you’re going to get away with it.

It’s actually the “no snitching” that’s causing this. Many municipal employees, firefighters, cops etc. doing this, so by non-enforcement of this they are basically looking out for their own.
These people are skipping tolls too. You should care. All this does is raise your road and gas tax due to the lost revenue from these free riders.
