Given stop signs aren't always 4-way stops, I'm also curious how that would work. Would the car just roll out into cross traffic if the intersection had poor visibility?
Emphatic no on letting cars make the decision to break traffic laws. I’ve never done a California roll (if I’m getting ticketed, it’s for something good, damnit!) and it pisses me off when people do it me when I have the right away.

And I sure as shit am not trusting Caltrans to be on top of their game, especially during something like a snowstorm. If they're closing major roads, why would anyone with a functioning brain cell think country roads will be fine??
If you need to be a local to know that if a major roadway is closed due to the storm, side roads are going to be in worse shape, then you should just turn in your license & sell your car(s) because you shouldn't be driving.
At this point you just need Google to create brain implants to give you common sense, because clearly you can’t think for yourself if you look at THE major roadway being closed & think “You know, it’s a good idea to head down side roads. In the mountains. During a snowstorm.”
You used the key word: tool. A tool assists you in getting a task done, it doesn’t do the task for you. Hitting yourself with a hammer because you're being careless & not using the tool properly isn’t the hammer’s fault, now is it?

That I get. I can think of a dozen scenarios off the top of my head where you’re sitting in your car just trying to kill time. The whole “while driving” is what kills me.
3. FM signal & music options were/are god awful in LA (I like hard rock & metal, nothing remotely close to that out there) and I enjoy the occasional road trip. I haven't listened to terrestrial radio in my car in at least 8 years.
