Hundreds of millions of vehicles with engines in various conditions with various efficiencies versus dozens of plants. It’s far easier to regulate the emissions of power plants than all those vehicles.

He should never be allowed to drive again, assuming he survives and isn’t permanently disabled to the point where he’d be capable to drive.

I’ll be honest, I’m not going to feel bad if he doesn’t make it. At 20 years old, he should be intelligent enough to know this is a really fucking stupid idea and could easily have killed one or more other people. Society has no use for his stupidity.
