Sure, but as I see it the more low-budget element of horror can play to their advantage, it's not like costing 120+ million dollars is an advantage for your franchise movie… Just look at how well franchise blockbusters like Logan and Deadpool worked with some restrained action and (relatively) smaller budget
Like I said below, recent evidence of the last years shows otherwise, horror movies are often the most profitable ones of the bunch, and they are pretty much popular everywhere, I don't see why you couldn't attempt a blockbuster horror franchise, with some more measured action sprinkled throughout
